Name of the project: Үлгілі сот (Perfect court)

Relevance: One of the key factors affecting the level of people's trust in courts is the level of satisfaction of users of the judicial services. Assessment of the activities of the courts associated with ensuring optimal organization of work, quality of services, personnel of courts and acceptable logistical problems, judicial load and optimal use of resources.

Objective: To create an effective court management system until 2020 that will ensure the growth of citizens' trust in the justice system.

The project is aimed at improving the management system of courts, including organizational and logistical support of the courts, which:

  1. Allow to optimize organizational-staff structure and administrative procedures (back-office);
  2. Prepares to implement the requirements of the Constitutional Law of the Republic of Kazakhstan "On the Judicial and Status of Judges" on funding that fully ensures the implementation of the courts by their constitutional powers;
  3. In the end, it will improve the quality of the users of judicial services (front-office).

The main directions of the project are to increase the efficiency of judicial administration and revise the system of financing the judicial branch of power.

The achievement of the project goal is planned through the implementation of the following tasks:

  • increase the human resources of judicial personnel;
  • optimization of organizational and staff structure and administrative procedures in courts;
  • improving the infrastructure of the courts;
  • creation of a balanced scorecard;
  • determination of the optimal model of ship financing, based on the needs of society and others.
