Judges of the North Kazakhstan region discussed the draft of the new Ethical Code of Judges

Participants of the past "round table" in North Kazakhstan regional court discussed the draft of the new Ethical Code of Judges.

The judges of the regional, district and equivalent courts, representatives of the Council for Cooperation with the courts - the judge in honorable resignation Tamara Dmitrieva, ex-deputy of the Majilis of the Parliament, an honorary citizen of the region, Honored Worker of the Republic Raisa Polishchuk, director of the regional branch of JSC "Kazakhstan", chairman of the branch of the journalists' Union, a member of the party "Nur Otan" Yerlan Tokshalyk and others took part in the discussion via videoconference.

Speaking at the meeting, the chairman of the regional court Muratgali Aketay noted that pursuant to the order of the Head of State in order to implement the Plan of Nation 19th step, by the Supreme Court, the Union of Judges tremendous work is done in preparing the draft of the new Ethical Code of Judges, adoption of which is expected at the forthcoming seventh Congress of the country's judges.

The draft Code, which consists of 5 chapters and 33 articles (for comparison - the existing Code contains 9 articles), it is directed exclusively to the formation of high professional and moral character of the judge. According to the chairman of the regional court, the Code seeks to protect the constitutional rights of citizens and legal entities.

Noting the matters of judges moral character and professional ethics most relevant today, T.Dmitrieva, considered that the justice effectiveness depends on judge professionalism, his business and personal qualities  

The judge of the Petropavlovsk City Court S.Litfullina spoke on behalf of young judges. She stressed that in the Ethical Code new edition laid down standards of conduct for judges, which are considered as a basis for confidence in the administration of justice.

In the course of the meeting, participants of the "round table" expressed that the new code clearly set out the ethical principles and rules of conduct for judges, which correspond to international standards. They noted a significant increase in the moment of the requirement for the moral appearance of judges, and therefore the adoption of the Ethical Code at this stage of the judicial system reform is necessary and timely.

Meeting participants noted the mandatory for all judges, including retired compliance with the regulated by Code principles and rules.

R.Polischuk expressed her gratitude to the leadership of the Supreme Court for the opportunity to take part in public discussion of the draft Code, to express her views and make suggestions, which confirms the openness and accessibility of the courts and their willingness to engage in constructive dialogue.
