In the “Egemen Kazakhstan” newspaper there was an interview with the Chairman of the Supreme Court

Interview with Kayrat Mami "Kazakh Biy – a support of khans, a joy of the people" is published in the “Egemen Kazakhstan” newspaper for May 1 of the current year.

In interview in the context of formation of national values of the Kazakh people and a role of biys court in formation of statehood the judgment of the main theses of speech of the President of the country Nazarbayev N. A. is given at the foot of the Ulytau Mountain in the summer of 2014.

In interview the main approaches on administration of justice by biys court during various periods of origin and formation of the Kazakh khanate reveal. These are times of board and activity of Zhoshy khan, Ketbuga biy, Alash khan, Zhanibek khan, Mayky biy. Experts consider that a deep source of the Kazakh right and statehood about which legends in the people went, whose name passed through centuries there was Mayky biy. He adjusted laws precepts of public administration, entered a legal investigation on a being in case of murder of the person, introduced multiple penalties for stealing of cattle.

The special attention is paid in interview to formation of branch of the right within early legislative steppe codes: "Kasum khan’s kaska zholu", "Esim khan’s eski zholu", "Zheti Zhargy" of Tauke khan

Kayrat Mami told about a role which played biys courts in traditional legal system of the Kazakh people, gave concrete examples of rules of law which from biys system were included into the Constitution and laws of independent Kazakhstan. For example, the well-known work "Kasum khan’s kaska zholu"on structure and the contents is similar to the modern Constitution.

In conversation it was told about value of national idea of the Head of the State "The mangilik El", about celebration of 550-year anniversary of the Kazakh khanate. It was noted that within this holiday at the initiative of the Supreme Court in September of the current year carrying out the international scientific conference is planned for the subject "The Kazakh Right and Biy Justice — a Phenomenon of the Kazakh Statehood".
