Today the Chairman of the Supreme Court Kairat Mami and Attorney General Zhakip Asanov participated in the presentation of the project of information and analytical system of courts and prosecutors' office Zandylyk ".

Representatives of the European Union project on improvement of criminal justice in Kazakhstan, via videoconferencing - regional judges and public prosecutors took part in the meeting.

Opening the meeting, Kairat Mami noted that the implementation of information technologies in the administration of justice process significantly facilitates access to legal protection, promotes the formation of a unified judicial practice and ensuring legal certainty.

"Thanks to the new electronic services, we have saved the citizens from" walking at the instances. " Via the "Judicial office" in the past year, the courts received 756,435 electronic documents. Presented system "Zandylyk" today is the next step the introduction of "smart technologies" in a criminal trial. Speaking at the meeting, Zhakip Asanov has introduced a new innovative development of the General Prosecutor's Office – information and analytical "Zandylyk" system. He noted that the project will develop a unified court practice and increase the transparency of the criminal proceedings, judges and prosecutors - to check the accuracy of the application of criminal law.

"For the past 50 years, we fly into space. Houses are controlled via cell phone. Technologies are everywhere - at home, on the street, in the car, at work.

All this is for the people, their comfort. But criminal proceedings we conduct still on paper, it can be said, we still writing with pen and ink.

In the cyber era it is time to defend the rights of citizens widely involving technologies in our conservative work. Today AIS "Zandylyk" shows that we can. What can we do better. In fact, with one hand we leave the superfluous. However, what is more important - somewhere we exclude the human factor. It will be difficult to make a mistake with the qualification acts. The practice is uniform. There are not IT technologies themselves the goal - it is a tool. The main task - protecting the rights of citizens, the interests of society, the security and development of the country. In the end - the people's trust, " Attorney General said.

The purpose of "Zandylyk" project - to improve the quality of the criminal process by integrating the Unified Register of pre-trial investigations and information and analytical system of judicial authorities "Torelіk". It is expected, and integration with other databases, including the SCPP, which will automatically give out information about disability, availability of special ranks at police officers, etc. The program will be loaded with all the norms of the Criminal Code and the Criminal Procedure Code, the changes and additions to the specific period. The system will be able to determine, for example, the size of the fines based on the MRP at the date of the criminal offense, particularly when sentencing a juvenile or the correct procedure for adding the penalties.

Implementation "Zandylyk" system is aimed at improving the quality of criminal justice, reduction of inefficient workflow and complaints process participants about violations of the law during the investigation and trial of criminal cases.

The project will be commissioned in July 2017 after the completion of a number of organizational procedures.

In the course of the event, the chairman of the judicial division for criminal cases of the Supreme Court Abay Rahmetulin and Deputy Prosecutor General Marat Akhmetzhanov signed the Concept of the abovementioned project.

Completing work, Kairat Mami and Zhakip Asanov expressed confidence that created the service will contribute to a better administration of justice in criminal cases, as well as the effective implementation of the pre-trial tasks.
