Delegation of Supreme Court of Kazakhstan studied Singapore's experience in introducing digital technologies

The delegation of Kazakhstani judges led by the Chairman of the Supreme Court Zhakyp Assanov paid a working visit to Singapore on February 27-28 this year. The purpose of the trip is to study the experience in the implementation of digital technologies in the work of the judicial system.

Within the visit, Zhakyp Assanov held meetings with the Chairman of the Supreme Court of Singapore Sundaresh Menon, the Attorney General Lucien Wong, the presiding judge of the state courts of the country, Ci Ki Un, the leadership of the International Mediation and Arbitration Centers and representatives of the International Consortium for the Improvement of Court Excellence (Consortium).

During the meetings, Zh. Assanov noted the positive dynamics of the development of relations between Kazakhstan and Singapore and expressed his confidence in the further effective cooperation of the judicial bodies of the two countries.

The Singapore party was acquainted with the main results of the reform of the judicial system of Kazakhstan within the framework of the Nation Plan initiated by the President of the country, N.A. Nazarbayev. In addition, the main goals and tasks for further modernization of Kazakhstan's justice including the concept of further development of the judicial system of the Republic of Kazakhstan until 2020were revealed.

During the meetings, Zh. Assanov focused on the importance of digitalization of the judicial process, noting that the introduction of modern information technologies in the justice system contributes to the effectiveness of the courts and increases public confidence in them.

S. Menon highly appreciated the modernization of the judicial system in Kazakhstan and expressed gratitude to his Kazakh colleague for the opportunity to visit Singapore. He noted the readiness of the Singaporean party to fully share its experience in the implementation of information technology in the judicial system, as well as to increase interaction between the judicial communities of the two countries.

Zh.Assanov and S. Menon expressed mutual readiness to start preparatory work on Kazakhstan's joining the Consortium, as well as holding joint events for the opening and development of the Center for Conciliation in Kazakhstan. Also, the parties agreed on organizing a trip to Astana during the current year by the representatives of the Singapore State Court to provide technical assistance in introducing methods for assessing the courts and improving their efficiency within the Consortium's work.

At the meeting Lucien Wong briefly informed the Kazakhstani delegation about the main directions of his department's activities in the General Prosecutor's Office. He expressed interest in studying electronic criminal and administrative records management in Kazakhstan, which has not yet been implemented in Singapore.

Kazakhstani judges got acquainted with the activities of the International Commercial Court and the application of information technologies in case management in the Supreme Court of Singapore. The experience of judicial mediation in the state courts of Singapore, as well as the work of private organizations on mediation and arbitration, has been studied.

The guests got acquainted with the activities of the Family Justice Court of Singapore, the family protection center, which provides assistance to those in need, including children. The peculiarities of night (evening) court activity have been studied, dealing 4 times a week from 6 pm on urgent matters, including those related to road accidents and domestic violence.

In the course of the past meetings the parties noted the need for further interaction between the two countries' courts on topical issues of justice and the implementation of joint projects.
