Akmola regional court held a conference on the activities of the Institute of the Biy Court

A scientific and practical conference on the theme "Kazakh court of biys - the basis of the judicial and legal system of a sovereign state" was held in Kokshetau.

The event was carried out with the purpose of studying the history of foundation, development of the Kazakh court of biys and the role of the institution of justice in the Kazakh steppe in improving the norms of customary law, preserving the historical cultural and legal heritage, educating the younger generation in respect of the history of the state and law, instilling a sense of pride and patriotism.

A judge of the Supreme Court Adil Kurkbayev, deputy akim of the region Aina Musralymova, as well as the representatives of local executive and law enforcement agencies, prosecutors, advocates, Departments of internal affairs, the Agency of the Republic of Kazakhstan for Civil Service and Anti-Corruption Affairs, the Branch of the Assembly of the People of Kazakhstan, NGO, scientific and creative intelligentsia, veterans of the judiciary and the judges of the region.

Opening the forum, A. Kurkbayev read the greeting of the Chairman of the Supreme Court Kairat Mami. "Only by respecting and honoring the language in which the honor of the nation, traditions and customs are preserved, the people will revive spiritually and strengthen their national code," the President said. The Chairman of the Supreme Court also noted that the representatives of the judiciary and law enforcement bodies should firmly adhere to the principles of justice, honesty and morality peculiar to the beams of the Kazakh people in his address to the participants of the conference.

The deputy akim of the region Aina Musralimova and the rector of the Sh. Ualikhanov Kokshetau State University Abdumutalip Abzhapparov delivered greetings.

Continuing the work of the conference, the chairman of the regional court Doszhan Amirov reported on the work carried out by the regional court to study the history of the court of Kazakh biys by scholars, historians, philologists, judges and aksakals. "The biys court is not only a legal institution, it is also the institution of wise governance of the people and state, which is the historical and cultural heritage that must be preserved and transferred as a golden experience from generation to generation," Doszhan Amirov stressed.

The participants of the conference watched the video film «Қазақ даласының билер соты» (The biy court of the Kazakh state) created by the regional court.

Then the reports were made by professors, candidates of historical sciences, veterans of the judiciary and the judges. So, with the report on the topic "Қараұыл Қанай би" (Karayl bi) was made by the associate professor, candidate of historical sciences, pro-rector of the Sh. Ualikhanov SCU Amanbai Seytkasymov. Doctor of economic sciences, professor Kasimkhan Kusainov spoke about the historical heritage of Duisen and Bekshe biys. The retired judge Meiram Gibadilov told about the activities of Aldebek biy and Etekbay biy, the master of law Yerlan Nauryzbayev made a report on the topic: "Ruhani zhyyru idea of ​​the son of “Рухани жаңғыру идеясының әлеуметтік-мәдени өрісі” (Socio-cultural field of the idea of spiritual revival). The judge of the Atbasar district court Askar Sharapatov told about the life of Baidaly biy, the candidate of philological sciences, assistant professor Amanzhol Esmagulov told about the greatest decisions of Bogenbai, the judge of the regional court Saule Kiyasheva told about the works of Bapan and Sakkulak biys.

Noteworthy were the speeches of aksakals, veterans of the region who shared their impressions, gave instructions and expressed their wishes.

After discussing the speeches and reports, the conference participants adopted a resolution recommended for implementation in state, local executive and law enforcement bodies, the judiciary, universities, and also developed an interagency plan to implement the provisions of the program article "A glance at the future: modernization of public consciousness ".

The conference was the basis and the launching pad for a number of events in the region under the motto "Spiritual Revival".

The participants of the conference in the end of the work got acquainted with the exhibition where the art and scientific editions about the Kazakh court of biys and exhibits from the museum of the history of the judicial system of the region were presented.
