Taraz they discussed matters on cooperation in the protection of children's rights

In Taraz, there was a conference on: "Justice, friendly to the child. Coordination of interaction on the protection of children's rights. "

Judges of the Supreme Court, the Zhambyl regional court, juvenile courts of Zhambyl, Almaty, Kyzylorda, South Kazakhstan regions, Almaty, representatives of the UNICEF United Nations Children's Fund, the prosecutor's office, the bar association, the education department of the region akimat, NGOs, universities, special boarding schools and interested state bodies took part in its work.

The aim is to discuss achievements and further improve the judicial system activity to protect the children rights and interests, as well as the practice of consideration of criminal, civil and administrative cases against minors.

Opening the conference, the judge of the Supreme Court Galiya Ak-kuova, noting the exceptional importance of the event, assessed the positive reforms carried out to ensure observance of the child rights and the formation of merciful justice for the child.

Speaking, the chairman of the Zhambyl regional court, Rustem Myrzakrym, noted the need to enhance the quality interaction of justice systems and prevention. "Our joint task is aimed at removing teen-agers from the criminal field through educational and corrective measures, improving legislation relating to children's rights, ensuring the interaction of all structures at the stage of child upbringing, its formation as a personality, providing the child with a better quality of life," he stressed.

Judge of the Supreme Court Zaura Keikibasova explained in detail the aspects of ongoing reforms in the judicial system concerning children. She noted close cooperation with specialized structures of law enforcement agencies, institutions of the neglect prevention system and juvenile delinquency, advocacy and human rights organizations. According to the speaker, the courts began to apply alternative measures of punishment that are not related to deprivation of liberty against the minors. Z. Keykibasova also paid special attention to the need to prevent violations of law, neglect and homelessness among minors, identify and suppress the facts of involving minors in committing offenses or antisocial actions.

Professor, national consultant of UNICEF Irina Matskevich spoke about the urgent issues of restoring a child who is in the conflict with the law.

The coordinator of the UNICEF programs on the protection of the child rights Meyramgul Alybekova made recommendations on the further development of the justice system in Kazakhstan in accordance with international experience and practice.

Covering the subject of divergence in relation to minors who committed criminal offenses, a judge of the specialized inter-district juvenile court of the Zhambyl region Takhmina Sultanova presented a video about the practice of juvenile divergence implemented jointly with the ethnic ethno-cultural centers of the region.

In the course of the conference, the participants evaluated the positive activities of the centers opened in East Kazakhstan, Kyzylorda and the Mangistau regions, providing social, legal and psychological assistance for the rehabilitation of minors who fell into the orbit of justice. They also noted joint work of akimats, juvenile police, courts and NGOs on the rehabilitation and resocialization of children at risk. Participants of the forum spoke about the need to implement such programs in all regions of the republic. They also positively noted experience of the Zhambyl region on the wide application of the divergence principle in relation to minors.

There was a wide exchange of views. They adopted a resolution on further cooperation in events to protect the minors’ rights with social services institutions, to take concrete measures to prevent violations of children and reduce crime, to intensify advocacy for the protection of the child rights, to improve the mechanisms for providing children with qualified legal assistance. The authorities are recommended at an early stage to identify the families of the "risk group" and take the necessary measures to help the parents.

In conclusion, the participants of the event watched the concert prepared by pupils of boarding school No. 1named after Sarymoldaev, special boarding schools for deaf and hard of hearing children, mentally retarded children and "Bolashak".
