Doing Business

Kazakhstan takes 77th place in “Doing Business”, the annual rating by the World Bank of 189 countries’ economies in 2015.

The rating is formed through analysis of statutory regulatory acts and polling of entrepreneurs.

In turn, the analysis and poll are conducted according to several criteria, including such indicators as “Registration of enterprises”, “Construction permits reception”, “Connection to the power networks”, “Registration of property”, “Reception of loans”, “Minority investors protection”, “Taxation”, “International trading”, “Contract performance security” and “Insolvency resolution”.

Supreme Court of the Republic of Kazakhstan, conjointly with the Ministry of Justice of the Republic of Kazakhstan, is a co-executor under the indicator “Contract performance security”.

According to this indicator of the rating, this year Kazakhstan takes 30^th place (35^th place in 2014).

At the same time, it is necessary to point out, that the Supreme Court and the Ministry of Justice, within the framework of improvement of Kazakhstan’s position in the rating, conduct significant and effective measures intended to provide simplified and expedient hearing of cases by the courts and timely execution of judicial acts.

Currently, the Supreme Court, intending to provide availability of justice, implements in the work of the domestic courts innovative IT-technologies, appropriate changes in the current legislation and other measures, aimed at promptness of redress for a violated right of citizens and legal entities.

It is worth noting, that during analysis if statutory regulatory acts and polling of the respondents according to “Contract performance security” indicator, the rating authors focus their attention, for the most part, on such matters as:

- expedient hearing of cases on minor disputes;

- proceeding delay procedures;

- availability of electronic reference to the court option;

- procedure of property arrest by the court within the framework of the proceeding;

- access to judicial acts for the citizens.

Supreme Court shall continue the work on simplification of bureaucratic procedures during administration of justice, as well as providing of expedient and quality hearing of cases by the courts of the Republic, taking into account the measures established in “Plan of Nation – 100 steps. Modern state for everyone”.
