International conference on the economic security of the state summed up the work

Today in Burabay district court of Akmolinsk region has completed its work international conference to discuss issues of economic security and crimes in the sphere of economic activity.

Summing up the forum, the chairman of the supervisory judicial division for criminal cases of the Supreme Court of the Republic of Kazakhstan Abay Rahmetulin has noted that the economic security of the state - is an essential part of national security, which is provided by a complex legal and organizational means, including criminal-law measures.

Protection the rights and interests of entrepreneurs is one of the priorities of the state policy in the light of the implementation of Plan of Nation "100 concrete steps" set by the Head of the State. Creation a financial court, the formation of a specialized judicial division on consideration of investment disputes at the Supreme Court and the International Council under the Supreme Court of the number of foreign judges and lawyers for the practical exchange of expert opinions on economic disputes - concrete actions to achieve and strengthen the economic security of the state and the effective protection of entrepreneurs and investors rights.

Within the framework of the discussion had been heard the positions of the representatives of government agencies, non-governmental organizations and business communities about available spaces organizational, legal nature in the matters of investigation and sentencing for offenses in the economic sphere, including for violations in the field of taxation and public procurement, on further decriminalization certain formulations of criminal acts in the economic sphere.

Abay Rahmetulin noted that in Kazakhstan over the past 5 years have been conducted several stages of the decriminalization of crimes in the sphere of economic activity. As a result, the new Criminal Code sanctions of the vast majority of compositions, almost 70 per cent of economic crimes as an alternative to imprisonment provide considerable fines, corrective labor and restriction of freedom.

Conference participants discussed the speeches of scientists and experts from Russia and Germany, representatives of the judiciary, law enforcement agencies and non-governmental organizations, developed recommendations that would contribute to further improvement of the judicial and investigative practice, and strengthening the protection of rights and lawful interests of individuals and legal entities.
