Chairpersons of the Supreme Court

These are brief curriculum vitae before us, kindly given by the presidential archive, regarding persons, who in different times chaired the Revolutionary tribunal, Kazakh department of the Supreme Court of RSFSR, Supreme Court of autonomous, and then soviet republic – the supreme authority of judicial power of our country.

At the head of the list there is an outstanding statesman Nigmet Nurmakov, who in his time worked in Moscow in the administration of the All-Russian Central Executive Committee in the position of the deputy secretary, head of department (1931-1937). Apparently few people remember now that N.Nurmakov was a teacher by education, in 1921-1923 he was the chairman of the Revolutionary tribunal of Kazakh ASSR. As it is known N. Nurmakov was repressed by People's Commissariat for Internal Affairs authorities and shot dead in 1937. In 1956 he was rehabilitated posthumously.

Not less tragic were fates of Nigmatulla Syrgabekov and Kazmukhamed Kuleshov – chairmen of the Supreme Court of Kazakh ASSR, who were on a falsified case condemned for shooting by the sentence of the visiting session of the Military collegiate of the Supreme Court of the USSR under the chairmanship of the div-military lawyer A.D. Goryachev, which took place, as it was found out later, in February-March 1938. According to the information of the Ministry of security of the Russian Federation, N. Syrgabekov was shot dead on 25 February 1938 together with other outstanding statesmen and public figures of our country – Saken Seifullin, Uzakbay Kulumbetov, Seitkali Mendeshev, Temirbek Zhurgenov, Sanzhar Asfendiyarov, Kudaibergen Zhubanov and others. Kazmukhamed Kuletov was shot dead the next day – on 26 February 1938. Together with him the same day the whole cream of the Kazakh intelligentsia was shot dead – Ilyas Zhansugurov, Beimbet Mashin, Zhumat Shanin, Ilyas Kabylov... Totally 37 persons.

In 1925-1927 the chairman of the Kazakh department of the Supreme Court of RSFSR was Murzagul Ataniyazov, who in the last years was the head of the department of the Central Committee of the Communist Party (b) of Kazakhstan, editor of the magazine "Aulniy Kazakhstan". As the data of the presidential archive of the country speak, he was also repressed in 1938 and rehabilitated in October 1957.

In years of Stalin’s repressions in November 1938 another Chairman of the Supreme Court of the Republic was shot dead – Shaimerden Bekturganov, only in December 1964 he was rehabilitated.

In different time the chairmen of the Kazakh department of the Supreme Court of RSFSR were Tleuzhan Mukashev (March 1924-June 1925), Sermukhamed Bekbatyrov (March 1927 - April 1929), Gumar Dzhunusov (July 1930 – July 1932). It is known that T. Mukashev in November 1937 worked as the deputy Chairman of the Supreme Court of the Republic, G. Dzhunusov in 1934 – the chairman of Akmolinsk district executive committee, and S. Bekbatyrov in October 1929 of Kaz regional committee of the All-union Communist Party (b) was sent at the disposal of workers’-peasants’ inspectorate, but unfortunately nothing is known about their fate. The same we may say regarding Abdrakhman Kuskeldiyev, Pyotr Gromov, Temirgali Kozhabergenov, Omadyar Adambayev, Tanirbergen Adilbayev, who in their time headed the authorities of judicial power of our country. Fortunately in other times Kuntuar Suleimenov (1958-1962), Bekaidar Dzhusupov (1962-1970), and Galim Yelemesov (1981-1984) worked, and a cruel fate to be innocently dead did not befall upon them.

Nurmakov Nigmet Nurmakovich 
(1895-1937)

Born in 1895 in Karkaralinsk district Semipalatinsk region. Kazakh. From 1920 member of the CPSU. Completed in 1915 Omsk normal school, in 1931 – Communist university under the CC AUCP (b). 
1915 - 1918 – school teacher in the city of Karkaralinsk. 
February-May 1918 – secretary of Karkaralinsk district union of workers’-peasants’ deputies. 
1918 – December he was kept in a whiteguard prison. 
1920-1921 member of Karkaralinsk district revolutionary committee and district executive committee, member and head of department of Semipalatinsk gubernial military revolutionary committee, head of department of the gubernial committee, member and secretary of Semipalatinsk gubernial executive committee. 
October 1921 – chairman of the Revolutionary tribunal of the Karelian Autonomous Soviet Socialist Republic. 
April 1923 - chairman of the Kazakh department of the Supreme Court of RSFSR. 
1923 - September 1924 – people’s commissariat of justice, General prosecutor of the Karelian Autonomous Soviet Socialist Republic. 
September-October – head of department of Kir regional committee AUCP (b). 
October 1924 – April 1929 chairman of the Soviet people’s committee of the Karelian Autonomous Soviet Socialist Republic.  
1929-1931 – study in the city of Moscow. 
1931-1937 – deputy chairman of the All-Russian Central Executive Committee, head of department of the Presidium ARCEC. Member of Kaz regional committee of the AUCP (b), CEC KASSR. 
Repressed. In September 1937 shot dead. In August 1956 rehabilitated.

Mukashev Tleuzhan Mukashevich 
(1881-1937)

Born in 1881 in the aul N1 of Aktyubinsk district Aktyubinsk governorate. Kazakh. From 1918 member of the CPSU. 
1911-1917 – clerk of the 3-rd section of Aktyubinsk district, secretary for purchase of cattle for the acting army, the city of Orsk. 
August 1917 – record keeper of Aktyubinsk territorial council; September 1918 in the district militia. 
1918-1921 – head of Department of Aktyubinsk district executive committee. 
1921-1923 – deputy chairman, chairman of Aktyubinsk gubernial executive committee. 
1923-1924 – head of department of Kir Central Executive Committee. 
March 1924 – June 1925 Chairman of the Kazakh department of the Supreme Court of RSFSR. 
1925-1926 – member of the Kazakh department of the Supreme Court of RSFSR. 
1926-1928 – chairman of Uralsk gubernial court. 
1928-1930 prosecutor of Uralsk district prosecutor’s office. 
February – August 1930 – member of the Kazakh department of the Supreme Court of RSFSR. 
August 1930 – chairman of the kolkhoz "Gigant", district kolkhoz union. 
1931-1932 - chairman of Enbekshi-Kazakh district executive committee. 
October 1932 – November 1937 – deputy chairman of the Supreme Court of KASSR, from 1936 of the Supreme Court of Kaz SSR.

Ataniyazov Murzagul 
(1899-1945)

Born in the aul N1 of Aktyubinsk district Aktyubinsk governorate peasant. Kazakh. From 1919 member of the CPSU. Completed in 1918 Aktyubinsk normal school, in 
1924 – Higher law courses under the People’s commissariat of justice of RSFSR. 
1918-1920 – teacher of an aul school. 
1920-1921 – secretary, deputy chairman of the district executive committee, the city of Aktyubinsk,

Bekbatyrov Sermukhamed Bekbatyrovich  
(1899- ?)

Born in 1899 in Dzhambeitinsk district Uralsk governorate. Kazakh. From 1920 member of the CPSU, graduated in 1925 from Saratov state university. 
1920 – head of Dzhambeitinsk district department of people’s education. 
1920 – political worker of the Red Army. 
April 1921 – head of department of Uralsk gubernial committee, editor of the newspaper "Kzyl-Tu". 
September 1921 – member of the presidium of Dzhambeitinsk district executive committee and district committee. 
August 1922 – study in Saratov state university. 
October 1925 - 1926 – deputy chairman of the division of the Kazakh department of the Supreme Court of RSFSR. 
March 1927 – Chairman of the Kazakh department of the Supreme Court of RSFSR. 
April 1929 – recommended by Kaz district committee AUCP (b) for study in the Institute of the Red professorship. 
October 1929 – sent by Kaz district committee AUCP (b) in the disposal of the People’s commissariat of the workers’-peasants’ inspectorate.

Syrgabekov Nigmatulla Syrgabekovich 
(1890-1938)

Born in 1890 in the aul N7 of Beinetkor district North-Kazakhstan region. Kazakh. From 1921 member of the CPSU.

1921-1923 – instructor of Akmolinsk gubernial revolutionary committee and gubernial executive committee, member of the collegiate of Akmolinsk gubernial tribunal, deputy chairman of Akmolinsk gubernial court.

May 1924 – member of the presidium, chairman of the judicial and criminal division of the Supreme Court.
April 1926 – chairman of Alma-Ata gubernial court. 
April 1928 – member of the division and assistant of the prosecutor of KASSR.

November 1929 – chief of the department of People’s Commissariat for Agriculture, deputy of People’s Commissariat for Agriculture of KASSR. 
January 1931 – deputy chairman of the committee for sedimentation under the Council of People’s Commissars of KASSR.

Repressed in 1937. Shot dead in February 1938. Rehabilitated in February 1958.

Nagima Idrisovna Arykova 
(1902-1956)

Born in the city of Verniy. From 1925 member of the CPSU. In 1919-1922 worked as a teacher in Verniy, Semipalatinsk. Completed Semipalatinsk gubernial Soviet-Party school. 
In 1923 instructor of Semipalatinsk gubernial committee of Workers’-Peasants’ Inspectorate (B); later – head of women’s department of Karkaralinsk district committee. 
In 1924 head of district courses for work with women. 
In 1925-1929 candidate for members of the bureau and head of women’s department of the Kazakh district committee of Workers’-Peasants’ Inspectorate (b). 
In 1929-1930 Chairman of the Kazakh department of the Supreme Court of RSFSR. 
In 1930-1932 – listener of Marxism-Leninism courses in Moscow. 
In 1932-1937 – member of the bureau of the regional committee and head of the department of propaganda and culture of West-Kazakhstan regional committee. 
In 1937-1938 people’s commissar of social security of Kazakh SSR. 
In the last years Nagima Arykova worked in state publishing offices. 
Delegate of the 15-th and 16-th conferences AUCP (b) journalist, author of articles about women, book "What representatives of women should be engaged in".

Dzhunusov Gumar Seidaliyevich 
(1900-1938)

Born in 1900 in the city of Semipalatinsk. Kazakh. From 1928 member of the CPSU. 
1919 – clerk in the bank "Society of mutual trust" 
1920-1923 – instructor of Semipalatinsk gubernial consumers union. 
1923-1928 – secretary of the people’s judge, people’s judge, member of the gubernial court, the city of Semipalatinsk. 
February 1928 – assistant of the prosecutor of Karkaralinsk district prosecutor’s office. 
July 1931-1932 – Chairman of the Kazakh department of the Supreme Court of RSFSR. 
1932 – deputy chairman of the Committee for sedimentation of the Council of People’s commissars of KASSR.

Nurbayev Myrzakadyr 
(1909- ?)

Born in 1909 in Makhtaral district of South-Kazakhstan region. Kazakh. In 1929 completed the primary school, from 1932 candidate of the All-union Communist Party /b/. 
16 February 1947 elected as the deputy of the Supreme soviet of Kazakh SSR for Borletyubinsk  election district. 
1930-1933 – worked on enterprises of socialist construction. 
1939-1941 – worked in PCIA authorities. 
1939 – graduated from the Academy of law under the People’s Commissariat of justice of the USSR. 
1941-1942 - Chairman of the Supreme Court of Kazakh SSR. 
1943-1952 – Minister of justice of Kazakh SSR. 
In 1952 г. was sent to Coventry to Uzbekistan, to the borough Myrzashol.

Adilbayev Tanibergen 
(1914-?)

Born in 1914 in aul Kok-Zhide of Burlyu-Tyubinsk district Alma-Ata region. Kazakh. From 1940 member of the CPSU. Graduated in 1937 Kazan law institute. In 1940 the Higher school of People’s Commissariat for Internal Affairs USSR. 
1937-May 1939 – people’s judge, the city of Pavlodar. 
May-September 1939 – deputy chief of the regional department of the People’s Commissariat of justice for Pavlodar region. 
September 1939-1940 – listener of the higher school of PCIA USSR. 
1940-1941 – chief of Sary-Su district department of PCIA for Dzhambul region. 
1941-1943 – chairman of Dzhambul regional court. 
April 1943 – October 1945 – Chairman of the Supreme Court of Kazakh SSR. 
From March 1946 – chairman of Alma-Ata bar association. Awarded with the order "Honor Badge" (1945)

(1912-?)

Born in 1912 in the aul Zhuan-Tyube of Chiliyskiy district Kzyl-Orda region. Kazakh. From 1941 member of the CPSU. Graduated in 1935 from Kazan law institute and Higher party school under the Central Committee of the All-union communist Party (b) in 1945.

(1911-?)

Born in 1911 in the aul N 19 of Shalkar district Aktyubinsk region. Kazakh. In 1929 completed the railway school. Studied in the soviet party school, in 1939 studied in the Academy of law under the People’s commissariat of justice of the USSR. Participant of the Great Patriotic War. Awarded with two orders of the Red Star. 
1931-1932 – Secretary of Shalkar district Trade union. 
1932-1933 – Deputy of the Newspaper editor "Banner of socialism" of Shalkar district. 
1933-1934 – Secretary of Karabutak district party committee. 
1934-1936 – Deputy chief of Karabutak consumption cooperation  
1936-1939 – Judge of the people’s court of Shalkar and Zhurmsk districts, judge of Aktyubinsk regional court, deputy chairman. 
1939-1942 – Chairman of Karaganda regional court 
1942-1945 – Instructor of the political department of I Belarusian front line in the Great Patriotic War.

Dosanov Abdrakhman  
(1904 - ?)

Born in 1904 in the city of Auliye-Ata /Taraz/. Graduated in 1921 from the railway training school and preparatory courses of Tashkent Unified State Political Department. Participant of the Great Patriotic War. Chevalier of the order of the "Great Patriotic War " of I and II degrees. In time of peace awarded with orders of the "Red Banner of Labor" and "Honor Badge". 
1921-1929 – worked in authorities of the Unified State Political Department of Karaganda region. 
1937-1939 – Judge of Aktyubinsk regional court, secretary of Rodnikovsk district executive committee. 
1939 – First secretary of the executive committee of Kotan-Karagay district East-Kazakhstan region. 
1939-1940 – Deputy Minister of justice of Kazakh SSR. 
1940-1942 – First secretary of Almaty regional party committee. 
1942-1943 – Studied in the Higher political school of the Red Army in the city of Moscow. 
1944-1945 – Political director of the 34-th separate pioneer engineer brigade of the Belarusian front line. 
1946 (August)-1958 (August) - Chairman of the Supreme Court of Kazakh SSR.

Nurushev Amir  
(1909-?)

Born in 1909 in the aul N3 of Karabalyk district Kustanai region. Kazakh. From 1944 member of the CPSU. 
Graduated in 1951 from Alma-Ata state law institute. 
1934-1935 – deputy head of department of South-Kazakhstan Province Executive Committee. 
1935-1937 – responsible secretary of Tyulkubas District Executive Committee of South-Kazakhstan region.
